Sea-Level Budget for Northern N.J. (IMAGE) Rutgers University Caption ea-level budget for northern New Jersey over the last 2000 years. The contribution to sea-level change is divided into four components over time: global, local, and regional (geological and other). By the 20th century, the global contribution due to ice melt and warming oceans becomes equal to the regional geological contribution, for a total rate of sea-level rise of 3.1 mm per year, which is the fastest rate in the last 2000 years.
