The Institute of Statistical Mathematics (ISM, Tokyo, Japan), which has a 70-year history of being a research center for statistical mathematics and its applications and is open to researchers from an extremely wide variety of fields through collaborative research, has signed an MOU (Memorandum of Understanding) with The Forest Inventory and Planning Institute (FIPI), Vietnam, on June 2, 2015.

FIPI is a Vietnamese national research institute engaged in forest inventory, planning and projection, and this MOU is signed against the background of research into forest management risks driven by the Risk Analysis Research Center (RARC) at ISM. The RARC is also engaged in creating a Risk Research Network of Excellence (NOE) around itself, and an agreement on this Risk Research NOE is also included in the MOU. On signing the MOU, the Risk Research NOE has become a network comprising seven overseas research institutes and universities (along with three universities in Japan).

On June 2, 2015, Dr. Nguyen Nghia Bien, Director-General of FIPI visited the Director-General of ISM, Prof Tomoyuki Higuchi, for a signing ceremony at ISM. An agreement was reached on conducting joint research, through the exchange of ideas as well as exchange of researchers and students, in the areas of forest inventory and planning, forest statistics, forest economics, and forest and ecological informatics. After the signing ceremony, Vice Director-General Prof. Ito (NOE Promotion Unit Manager), Director of the Risk Analysis Research Center Prof. Yamashita, and Prof. Yoshimoto engaged in further discussions about future collaboration. ISM plans to further develop collaborative activities with the ASEAN countries.
