Engaging established leaders to strengthen Singapore-China ties

Second batch of China Lien Fellows to draw lessons from Singapore to spearhead change

Four senior officials from China have been awarded the prestigious Lien Ying Chow Legacy Fellowship, a joint initiative by the Nanyang Technological University (NTU) and the Lien Foundation to groom established and emerging leaders in Singapore and China. They are the second batch of Lien Fellows from China since the launch of the programme in 2007.

Chosen through a stringent interview and selection process, the scholars are career high-flyers from major government departments in China. They are:

  • Dr Liu Yong, Director, Development Research Centre, The State Council, People's Republic of China;
  • Mr Mo Rong, Deputy Director General, Professor and Senior Research Fellow, Institute for Labour Studies, Ministry of Human Resources and Social Security;
  • Mr Tao Xuexin, Section Chief, Office of Key Project Inspectors, National Development and Reform Commission; and
  • Dr Xia Guang, Director-General and Senior Research Fellow, Policy Research Centre for the Environment and Economy, Ministry of Environmental Protection Administration

As part of a one-year customised programme featuring an eclectic mix of networking, workshops, seminars and coursework, the scholars will undertake short-term study at NTU, as well as study tours to other institutions in Singapore, including the Urban Redevelopment Authority, the Land Transport Authority, the National Trades Union Congress, the Ministry of the Environment and Water Resources, and the Maritime and Port Authority of Singapore. They will pursue policy research in their areas of expertise, including urban planning, construction and management, vocational education and training, management of government-invested construction projects, as well as environmental policy, institutional economics, environmental economics and sustainable development in Singapore. Drawing on their insights into Singapore's economic and social policies and governance, they will formulate policy recommendations to address issues and concerns and foster positive change in China.

In 2007, NTU and the Lien Foundation jointly established the Lien Ying Chow Legacy Fellowship to honour and cherish the legacy of the late Dr Lien Ying Chow, one of the founding fathers of Nanyang University, the predecessor of NTU. Modelled after the prestigious Eisenhower Fellowship in the United States, the programme leverages NTU's global network and extensive links with China to facilitate the professional development of rising leaders from Singapore and China.
