On Aug. 17 at 6:21 p.m. EDT (2221 UTC) GPM found rain falling at almost 5.8 inches (147 mm) per hour and powerful convective storms west of Tropical Storm Harvey's center reaching altitudes above 9.8 miles (15.8 km).
